The Federal Aviation Administration said 453 U.S.-registered Boeing 737 MAX aircraft may carry passenger seats that were incorrectly installed. The agency issued a proposed airworthiness directive on July 27, 2026, requiring inspections and possible corrective work.
The proposal covers the 737 MAX 8, 737 MAX 9 and 737 MAX 8200. It is not a grounding order. Airlines may complete the checks during regularly scheduled maintenance.
The public comment period runs through September 10, 2026. A final rule would follow that process.
The safety concern involves seats that could break free under increased loads, turbulence or an emergency landing. A displaced seat could injure people or obstruct an evacuation route.
A loose seat could become an evacuation barrier
The affected equipment consists of track-mounted passenger seat assemblies. The problem involves aft fitting shear plungers that were not correctly lowered and engaged in the seat tracks.
Those plungers help secure the assemblies to the aircraft floor. If they are not engaged correctly, the seat may disengage when the cabin experiences unusual force.
The agency described the proposed inspection in specific terms:
“This proposed AD would require a detailed inspection of the seat track fittings of each left and right side track-mounted passenger seat assembly for correct installation and applicable on-condition actions”
Inspectors would examine the fittings on both sides of each affected assembly. They would then perform any necessary corrective action identified by the inspection.
The agency also warned that an improperly installed assembly could come loose in several situations:
“A track-mounted passenger seat assembly that is installed incorrectly can disengage from the seat tracks if there is an increased load, turbulence, or emergency landing”
The concern extends beyond the seat occupant. A loose assembly could affect passengers and crew nearby.
The agency said:
“This condition, if not addressed, could result in injury to passengers and crew during an emergency landing or could block the aisle, which could slow evacuation”
The warning centers on survivability events. Those include hard landings and severe turbulence, when cabin equipment can face higher forces than during ordinary flight.
Operators face inspections, possible repairs and a $2,656,845 estimate
The proposal estimates the inspection program could cost U.S. operators up to $2,656,845. Boeing told the agency that warranties may cover some or all of those costs.
The work is measured by seat assembly. The proposal also estimates labor for inspection and any needed correction.

No replacement parts are typically required. The main task is confirming that the existing fittings are correctly installed and engaged.
The number of assemblies can vary by aircraft. The estimate allows for as many as 69 assemblies on one jet.
Southwest and United are among the operators that could face the work on affected aircraft. Warranty coverage could reduce the carriers’ direct expenses, but maintenance planning would still be required.
The proposed action does not require every affected jet to stop flying immediately. Carriers can coordinate the checks with planned maintenance visits.
Boeing guidance came before the federal proposal
Boeing issued a Special Attention Requirements Bulletin, 737-25-1927 RB, on December 10, 2025. The bulletin followed internal reports of seat-installation errors.
The company said it had already provided instructions to operators. A Boeing representative said:
“Boeing issued guidance to operators on this in December 2025. We support the FAA making that guidance mandatory.”
The proposed rule would apply to the 737-8, 737-9 and 737-8200 aircraft. Those designations correspond to the 737 MAX 8, 737 MAX 9 and 737 MAX 8200 variants identified in the notice.
The affected aircraft form part of a much larger fleet. Nearly 2,300 MAX jets operate worldwide, including 823 in the United States.
The seat issue reaches approximately 55% of the U.S. MAX fleet. The 453 aircraft identified in the proposal are the U.S.-registered aircraft covered by this action.
Comments remain open before a final rule
Airlines, manufacturers and other interested parties may submit comments through September 10, 2026. The agency will review those submissions before issuing a final legally binding rule.
The current action requires inspection rather than immediate aircraft removal. That distinction allows operators to plan the work around scheduled maintenance.
The proposed compliance work focuses on the evacuation path. A seat that remains fixed presents no identified problem under this action, but an improperly engaged fitting could fail when subjected to increased force.
Passengers are not being asked to take a separate step under the proposal. The inspection and any repair would be handled by operators and maintenance personnel.
The agency’s concern is tied to rare but high-force events. During a hard landing or severe turbulence, a seat assembly that disengages could injure occupants or slow movement through the aisle.
Operators have until September 10 to support, challenge or seek changes to the proposal. The deadline is the next formal point in the rulemaking process.
