OCI Card Guide 2026: How to Apply, Renew and Use the e-OCI

A new OCI card from the U.S. costs $297 through VFS Global, and since June 30, 2026 holders can download a free e-OCI. Here is who qualifies, how to apply, and what to do after a passport renewal.

An Overseas Citizen of India (OCI) card gives a foreign citizen of Indian origin a multiple-entry, multi-purpose, lifelong visa for India, and in 2026 it went digital. Home Minister Amit Shah launched the electronic e-OCI card in New Delhi on June 30, 2026, two months after the Ministry of Home Affairs (MHA) moved OCI registration fully online through the Citizenship (Amendment) Rules, 2026, published in the Gazette on April 30, 2026.

For applicants in the United States, the price has not moved. A new OCI registration still costs $275 in government fees, plus a $3 Indian Community Welfare Fund (ICWF) charge and a $19 VFS Global service fee, for $297 before optional courier charges. The MHA fee schedule effective July 1, 2026 kept the same $275, $25 and $100 bands used for years.

What did change is how the card works after you get it. The e-OCI is a free download from ociservices.gov.in that you can show at Indian immigration counters and to airlines on your phone. The old rule that forced every holder to get a fresh OCI booklet after a new passport issued past age 20 is gone. You still have to report every new passport online, and the free window for that is three months.

This guide is written for the people who most often ask about OCI: naturalized U.S. citizens who were born in India, their U.S.-born children, and foreign spouses of Indian citizens or OCI holders. It covers who qualifies and who is barred, the application from the U.S. step by step, documents, fees, the e-OCI download, passport renewals at every age, name changes, lost cards, what OCI does and does not let you do in India, and what to carry when you fly.

One point to settle first: OCI is not dual citizenship. India does not allow it, and the MHA states plainly that an OCI cardholder is a foreign national holding a foreign passport. You cannot vote, run for office or hold a constitutional post, and you cannot buy agricultural land, a farmhouse or plantation property. Your foreign passport stays your primary travel document; OCI works as a lifelong visa stamped onto your identity.

Processing times are not published as a fixed standard for new registrations and vary by consulate and by case, so treat any single number you see online with caution. Re-issue requests under OCI Miscellaneous Services are, in the MHA’s words, “ordinarily decided in one month” from the date the mission acknowledges the application.

OCI vs Indian Visa vs PIO vs NRI

Four labels get mixed up constantly. NRI (Non-Resident Indian) describes an Indian citizen living abroad, so it is a residence and tax status, not a document. PIO (Person of Indian Origin) was a separate card scheme that India merged into OCI in January 2015. An Indian visa, including the e-Visa, is a time-limited permission tied to a specific purpose. For a fuller breakdown of the residence side, see our explainer on NRI vs OCI definitions and benefits.

PIO cardholders

Indian missions told holders of PIO cards valid on January 9, 2015 to convert them to OCI, and the immigration acceptance of old PIO cards ran only to dated deadlines (December 31, 2023, later extended to December 31, 2024 per Indian consulate notices). Do not fly on a PIO card alone. The conversion service, “OCI in lieu of PIO,” costs $100 plus ICWF and VFS charges.

1

Confirm You Are Eligible (and Not Barred)

Eligibility comes from Section 7A of the Citizenship Act, 1955. You must hold another country’s citizenship today. Most applicants qualify through their own past Indian citizenship or through an Indian-citizen parent or grandparent; spouses qualify through marriage.

Who Can Register as an OCI Cardholder
  • A foreign citizen who was a citizen of India on or after January 26, 1950
  • A foreign citizen who was eligible to become an Indian citizen on January 26, 1950
  • A foreign citizen who belonged to a territory that joined India after August 15, 1947 (Goa, Daman and Diu, Puducherry, Sikkim, Dadra and Nagar Haveli)
  • A child, grandchild or great-grandchild of any person above
  • A minor child of any person above, or a minor whose parents, or one parent, are Indian citizens
  • A foreign-origin spouse of an Indian citizen or OCI holder, with a registered marriage that has lasted at least two continuous years before applying (subject to prior security clearance)

The bar is broad and covers ancestry, not just your own passport. No person who, or either of whose parents, grandparents or great-grandparents, is or had been a citizen of Pakistan, Bangladesh or any other country the Central Government notifies may register. That is why missions ask foreign spouses for apostilled birth certificates going back generations.

Widowed and divorced spouses

A foreign spouse whose Indian spouse has died can be considered case by case if they have not remarried a foreigner. Remarriage to another foreigner cancels a spouse-based OCI immediately; marrying another Indian citizen or OCI holder requires a fresh application.

2

Former Indian Citizens: Renounce First

If you ever held an Indian passport, you need proof that your Indian citizenship ended before OCI can be granted. Indian citizenship ends automatically when you voluntarily take another nationality, but you still have to surrender the Indian passport and obtain a renunciation or surrender certificate. The OCI document list for U.S. applicants asks for that certificate along with your U.S. naturalization certificate.

In the U.S., renunciation runs through the same VFS Global network. The Consulate in San Francisco quotes an indicative 21 working days for U.S. passport holders, measured from when the file reaches the consulate. Our practical guide to surrendering your Indian passport after U.S. citizenship covers penalties for late surrender and the paperwork.

U.S.-born children who never held an Indian passport do not need a renunciation certificate. A child who was issued an Indian passport does, and the 2026 rules underline why: a minor Indian citizen cannot at any time hold another country’s passport alongside the Indian one. Families weighing the choice can read our explainer on whether a child born abroad to Indian parents needs a passport or OCI.

3

Fill Out the Online Application on ociservices.gov.in

Every OCI application now starts on the MHA portal. Under the Citizenship (Amendment) Rules, 2026, registration and renunciation applications must be filed electronically, the old requirement to submit papers “in duplicate” is gone, and the register of OCI cardholders is kept in electronic form.

Create an account with an email address you will keep for years, because that email is how you will log in to download your e-OCI later. Upload your photo and signature to the portal’s specifications, and enter your name, passport number and dates exactly as they appear on your U.S. passport. Mismatches between the form, the passport and supporting documents are the most common reason files come back.

The application form now includes a biometric consent clause. Under the 2026 amendment, biometrics collected for OCI may be used to enroll you in India’s Fast Track Immigration – Trusted Traveller Programme (FTI-TTP) without a separate application, and there is no option to withhold that consent.

Tip

Print the completed form with its online registration number. The Embassy of India in Washington still instructs U.S. applicants to send the printed form, signed, with enclosures to VFS Global for their consular jurisdiction.

4

Gather Your Documents

The core package proves three things: your current foreign citizenship, the Indian connection you are claiming, and the family link between you and that Indian citizen. Foreign-issued birth and marriage certificates generally need an apostille.

Documents for a New OCI Application from the U.S.
  • Current foreign passport with at least six months of validity
  • Proof of Indian origin: old Indian passport, domicile or nativity certificate, or a parent’s or spouse’s OCI/PIO card with its base documents
  • Birth certificate naming both parents when claiming through a parent or grandparent (apostilled if foreign-issued)
  • Renunciation or surrender certificate, if you were ever an Indian citizen
  • Naturalization certificate, if you became a U.S. citizen
  • Proof of U.S. address
  • Name change document, if your name differs from earlier records
  • Marital status proof: marriage, divorce or spouse’s death certificate
  • Spouse applicants: registered marriage certificate plus the Indian spouse’s passport, or the OCI spouse’s passport, OCI card and base documents
Extra Documents for Minor Children
  • Child’s birth certificate (apostilled if issued abroad)
  • Parents’ Indian passports, or their OCI cards and foreign passports
  • Parental authorization form signed by both parents
  • Proof of the parents’ valid U.S. immigration status
  • If parents are divorced, the court order showing the applying parent has legal custody
5

Pay and Submit Through VFS Global

VFS Global has handled OCI services for the Embassy in Washington and the consulates in Atlanta, Chicago, Houston, New York and San Francisco since November 4, 2020. The consulates do not accept OCI files directly. Your jurisdiction follows your state of residence, and the Embassy says applications are accepted by post and, on a limited basis, in person by prior appointment.

OCI Fees for U.S. Applicants (2026)
New OCI registration (government fee)$275
Indian Community Welfare Fund (ICWF)$3
VFS Global service fee$19
Total, new OCI (before courier)$297
OCI in lieu of PIO card (government fee)$100
Re-issue after loss or damage (government fee)$100
Miscellaneous service, e.g. late passport update (government fee)$25
Passport update within 3 months of new passport$0

The ICWF and VFS charges apply on top of each government fee, so a late passport update costs $47 in total ($25 + $3 + $19) according to the Consulate in San Francisco’s June 16, 2026 advisory. Courier and SMS tracking are optional extras. VFS has changed its service charge before, so check the amount on the VFS USA OCI page on the day you pay; the Embassy page itself lists ICWF as $3 in its fee table and $2 in its text.

No refunds

The MHA does not refund fees if a service is refused. Check every document against your consulate’s checklist before you pay.

6

Track Your Case and Download the e-OCI

Track progress through VFS and the OCI status enquiry on ociservices.gov.in. There is no published standard for how long a new registration takes from the U.S.; it depends on the consulate, security checks (mandatory for spouses), and whether your documents need clarification. Build in a buffer of several weeks before any planned trip, and if you must travel sooner, apply for an Indian visa instead. Our report on OCI processing times through VFS New York shows how tracking works in practice.

Once approved, the system generates your e-OCI. Under the 2026 rules a cardholder may hold a physical OCI card or an electronic OCI registration. The MHA’s e-OCI FAQ is precise on what the digital card is: an electronic version of your OCI record. It does not replace the physical card, does not change the validity or status of existing cards, and confers no extra rights.

How to Download Your e-OCI (Free)
  • Log in to ociservices.gov.in with the email linked to your OCI record
  • Open the e-OCI tab on your dashboard
  • Click Generate e-OCI Card and wait; slow generation does not mean the portal crashed
  • Download and save it; each card can be downloaded up to five times per day
  • Lost access to the old email? Use Email ID Updation under OCI Miscellaneous Services first

Existing cardholders get the same download without a new application. Families can link several OCI records to one account, which helps parents and elderly relatives, but each card needs its own email update request first. Our coverage of the June 30, 2026 e-OCI launch has the background.

Passport Renewals: What You Must Do at Each Age

The re-issue rules changed twice in five years. An MHA order of April 16, 2021 scrapped re-issue for every new passport issued up to age 20 and once after age 50, keeping one mandatory re-issue when a new passport was issued after age 20. The June 30, 2026 e-OCI launch removed that last booklet re-issue: when a new passport is issued after 20, you no longer need a new OCI booklet, and your registration number stays the same.

What remains is the online update. The San Francisco consulate’s June 16, 2026 advisory says OCI holders must update their U.S. passport details each time a new passport is issued, free within three months, through the online Miscellaneous Services application. Holders who get a new passport after turning 20 must also give biometrics, either at the mission or FRRO during the update or at the immigration post on their first entry to or exit from India. Once approved, the system generates an updated e-OCI.

Any holder, after 3 monthsSame update, processed only after VFS payment$25 + $3 + $19
Some official pages are outdated

As of October 10, 2026, the MHA’s Miscellaneous FAQ and some consulate pages still describe the one-time re-issue after age 20. The newer rule comes from the June 30, 2026 launch and the San Francisco consulate’s June 16, 2026 advisory. If your mission asks for a re-issue anyway, follow its instructions.

A foreign passport renewal never updates India’s records on its own, and each family member’s OCI must be updated separately. Our explainer on the e-OCI update after passport renewal walks through common family scenarios.

Name Changes, Errors and Lost OCI Cards

Changes to personal particulars, such as name, nationality, or a mistake in the original application, go through OCI Miscellaneous Services, not a new application. Upload proof of the change, such as a marriage certificate, court order or naturalization record, then bring originals to VFS or the mission for verification. The consular fee for a miscellaneous re-issue is $25 plus ICWF and the VFS charge. Address and occupation changes are free and do not trigger a new card.

A lost or damaged card costs $100 to re-issue. You need a copy of a police report (with an authorized translation if it is not in English) and a copy of the OCI card if you kept one, and the MHA grants this service only after a personal interview. The new card is issued after the old one is cancelled. Our step-by-step guide to replacing a lost or damaged OCI card has the full sequence. Keep your e-OCI downloaded on your phone as a backup.

What OCI Lets You Do in India, and What It Does Not

The current rights list comes from an MHA notification of March 4, 2021, issued under Section 7B(1) of the Citizenship Act. It confirmed the lifelong visa and FRRO exemption but added a special-permit requirement for several activities.

OCI Benefits
  • Multiple-entry, lifelong visa for visiting India for any purpose
  • No FRRO/FRO registration for any length of stay (residents in India must email the FRRO about a change of address or occupation)
  • Same domestic airfares and monument, museum and national park entry fees as Indian nationals
  • NRI parity for inter-country adoption, NEET/JEE entrance tests (NRI or supernumerary seats only) and buying or selling property other than farmland
  • Practice as a doctor, dentist, nurse, pharmacist, advocate, architect or chartered accountant, subject to the governing statutes
  • Teaching faculty roles at IITs, NITs, IIMs, IISERs, IISc, central universities and the new AIIMS
  • Path to Indian citizenship after five years as an OCI holder and twelve months of ordinary residence in India
Needs a Special Permit or Permission
  • Research
  • Missionary, Tabligh, mountaineering or journalistic activities
  • Internships at foreign diplomatic missions or foreign government bodies in India, or jobs at foreign missions
  • Visits to protected, restricted or prohibited areas

OCI also does not give you the vote, a seat in Parliament or a state legislature, constitutional posts such as President or a Supreme Court or High Court judgeship, or most government jobs. In economic and educational matters not covered by these notifications or by RBI rules under FEMA, you are treated like any other foreigner.

OCI can be cancelled

An MHA notification dated August 11, 2025 made OCI registration liable to cancellation if the holder is sentenced to two years or more in prison, or is charge-sheeted for an offence punishable with seven years or more, in India or abroad. See our report on the 2025 OCI cancellation rule.

Traveling to India with OCI

You enter India on your foreign passport. OCI is the visa that goes with it. The Consulate in San Francisco states that holders can travel with the OCI card and a current passport with at least six months of validity, and the 2021 relaxation ended the old requirement to carry the passport the OCI was originally issued against. The e-OCI FAQ adds that the digital card can be shown at immigration check posts and to airlines.

Pre-Flight Checklist for OCI Holders
  • Current foreign passport, valid at least six months
  • Physical OCI card and/or downloaded e-OCI on your phone
  • OCI record updated with your current passport number (or proof the update was submitted)
  • e-Arrival Card filed online within 72 hours before arrival
  • FTI-TTP enrollment, if you want to use e-gates
  • Old passport, if your OCI still shows its number

The e-Arrival card applies to OCI holders. The MHA’s own OCI portal tells foreigners and OCI cardholders to submit it within 72 hours before arrival at boi.gov.in, indianvisaonline.gov.in or the Indian Visa Su-Swagatam app. Some late-2025 reports said OCI holders were exempt; that is out of date. Details are in our guide to India’s mandatory e-Arrival Card.

OCI cardholders can also join FTI-TTP, which lets pre-verified travelers clear immigration at e-gates at participating airports. Because the 2026 rules let OCI biometrics feed into FTI enrollment, many new applicants will have part of the work done already. Our walkthrough on how to register for India’s FTI-TTP covers the portal, verification and the airports where it works.

Common OCI Mistakes

1
Waiting more than three months to report a new passport

The update is free within three months and costs $47 in total through VFS after that. Do it as soon as the new passport arrives, for every family member.

2
Applying for OCI before surrendering the Indian passport

Former Indian citizens need the renunciation or surrender certificate first. The U.S. OCI checklist requires it, so an OCI file sent without it is incomplete.

3
Using an email you will lose

Your OCI login email is now your key to the e-OCI. A work or school address can lock you out; fixing it means an Email ID Updation request.

4
Treating the e-OCI as a replacement for updating records

Downloading the e-OCI does not change your status or update your passport details. The card shows whatever is in the OCI record, so update first, then download.

5
Assuming OCI allows any activity

Research, journalism, mountaineering, missionary work and visits to protected areas need a special permit. Apply through ociservices.gov.in before you start, not after you land.

After You Have Your OCI

Save the e-OCI on your phone, keep the physical card if you have one, and set a reminder to update OCI each time anyone in the family renews a passport. If you live in India for long stretches, remember the FRRO email rule for address and job changes. For the bigger picture of 2026 changes, including the minor dual-passport rule, read our coverage of the Citizenship (Amendment) Rules, 2026, and check the MHA portal and your consulate’s VFS page before each filing, since fees and service charges are confirmed only there.

Frequently Asked Questions

How much does an OCI card cost in the USA in 2026?

A new OCI registration costs a $275 government fee, a $3 Indian Community Welfare Fund charge and a $19 VFS Global service fee, or $297 before optional courier charges. Converting an old PIO card or replacing a lost OCI card carries a $100 government fee plus the same ICWF and VFS charges.

What is the e-OCI card and is it free?

The e-OCI is an electronic version of your OCI record that India launched on June 30, 2026. You download it free from ociservices.gov.in by logging in and opening the e-OCI tab. It does not replace the physical card or change your status, but it can be shown to airlines and at Indian immigration.

Do I need a new OCI card when I renew my passport?

Not a new booklet. Since the June 30, 2026 e-OCI launch, a new passport issued after age 20 no longer triggers booklet re-issue. You must still update your passport details online under OCI Miscellaneous Services, free within three months; after that the update costs $25 plus $3 ICWF and $19 VFS.

Who is not eligible for an OCI card?

You cannot register if you, or either of your parents, grandparents or great-grandparents, is or was a citizen of Pakistan or Bangladesh, or another country India notifies. You also must hold a foreign citizenship; Indian citizens cannot hold OCI, and foreign spouses need a registered marriage of at least two continuous years.

Can an OCI card holder work or do journalism in India?

OCI holders can live and work in India without an employment visa, but under a March 4, 2021 MHA notification they need a special permit for research, journalism, mountaineering, missionary or Tabligh work, jobs or internships at foreign diplomatic missions, and visits to protected or restricted areas.

Do OCI holders need to fill the India e-Arrival card?

Yes. The MHA’s OCI portal tells foreigners and OCI cardholders to submit the e-Arrival Card online within 72 hours before arriving in India, through boi.gov.in, indianvisaonline.gov.in or the Indian Visa Su-Swagatam app. Some late-2025 reports said OCI holders were exempt, but that is outdated.

What happens if I lose my OCI card?

Apply for re-issue through OCI Miscellaneous Services. The government fee is $100, you need a copy of a police report, and the service is granted only after a personal interview. The MHA says re-issue requests are ordinarily decided within one month of acknowledgement. Keep the e-OCI on your phone as a backup.

Is OCI the same as dual citizenship?

No. India does not allow dual citizenship, and an OCI cardholder remains a foreign national traveling on a foreign passport. OCI holders cannot vote, hold constitutional posts or buy agricultural land, but they can apply for Indian citizenship after five years as OCI holders and twelve months of ordinary residence in India.
