European Commission President Ursula von der Leyen proposed in Strasbourg on September 16, 2026, that Canada become the EU’s first “associate member,” and she tied the idea to a broader Canada-EU partnership that could ease movement for young people, students and workers. The plan is not in force yet.
Prime Minister Mark Carney welcomed the proposal, but said the exact “nomenclature” would be for Brussels to decide. He also said Canada is not seeking full EU membership. Parliament would get a vote.

Carney framed the talks as a way to widen Atlantic mobility. He said:
“We should deepen our people-to-people ties, allowing our youth to work, study, and live where they want on either side of the Atlantic”
“We also need to consider full and free work and travel visa arrangements between Europe and Canada as part of upcoming negotiations”
A Canadian official familiar with the discussions said Ottawa was exploring an arrangement that would let Canadians live and work in Europe without visas as part of a broader strategic partnership. The outline remains loose. Still.
No new EU-wide visa program has been formally created yet. For Irish applicants, the current route remains Canada’s International Experience Canada, where Irish citizens aged 18 to 35 can already apply for a two-year work-or-travel visa. The 2026 season covers 36 partner countries.

Canadian citizens already have a separate bilateral arrangement for Ireland’s Working Holiday Scheme that allows a stay of up to two years. Canada already has youth-mobility programs with 22 of the EU’s 27 member states, so any future arrangement would sit on top of existing bilateral deals.
Ireland already has a route in place
Any future EU arrangement would likely build on existing bilateral youth-mobility agreements rather than replace them. No treaty-based EU associate membership category exists now.
The talks reach well beyond visas
Von der Leyen said the expanded relationship could cover advanced manufacturing, technology, defense production, the Arctic, energy, critical minerals, batteries, artificial intelligence, quantum computing, cybersecurity and economic security. Visas were only one part of the pitch.

Carney said Canada was not seeking to become a full EU member, and he said any new arrangement would be put to a vote in the Canadian parliament. He drew a line there.
A current 2026 Canada.ca immigration levels document says Canada reduced overall arrival targets for new temporary residents to 385,000 in 2026, down from 673,650. The number is lower, not higher.
