The original solicitation sought 65,824 square feet of office space. The landlord is an unnamed company affiliated with WatersEdge.

Brooks CEO Gabe Gomez said he had not received advance notice of the leases. He said the arrangement did not fit “within our vision.”

The contract descriptions name a tenant, not an office mission

The public contract descriptions identify the agency as the intended occupant and list the lease values and addresses. They do not state the specific work staff will perform in the offices.

They also do not name the federal contracting officials who signed the agreements. The records establish the size and location of the commitment, but leave its planned operational purpose unspecified.

The original solicitation provides one measure of the footprint: 65,824 square feet. The two leased addresses sit in buildings with substantially more combined space.

The office leases join a separate detention project on the East Side

The agency began looking for office space in April 2026. It already maintains offices at Northwood Tower, 1777 N.E. Loop 410, and at 1015 Jackson Keller Road in Castle Hills.

A separate detention project is moving ahead on the city’s East Side. In January 2026, the agency paid $66 million to Oakmont Industrial Group for a vacant industrial building intended for conversion into a detention facility.

GardaWorld Federal Services LLC received a $17.3 million renovation contract for that property in August 2026. The office leases are separate from that work. The agency is also increasing arrests as it prepares to open the facility.

The four-story complex had substantial space still on the market

The two buildings at 7515 and 7611 Inner Circle Drive contain 200,000 square feet combined. A commercial listing described approximately 121,000 square feet as still available, while the complex was also described as largely vacant.

Some space had tenants, including the redevelopment authority, medical businesses and real-estate firms. The leases therefore add a federal tenant to a property that had considerable space available.

Cambridge Holdings LLC, based in Vienna, Virginia, developed the four-story buildings in 2023. The complex was marketed as the first new Class A office development on San Antonio’s Southeast Side.

The former base now combines commercial and community uses

The site occupies the former Brooks Air Force Base. The Brooks Development Authority redeveloped the former military property as a mixed-use district.

Its uses include businesses, apartments, schools, hotels and medical facilities. The authority’s presence in the office complex sits alongside those other tenants and uses.

The buildings were completed in 2023, before the agency began seeking office space in April 2026.
