The explanatory memorandum uses two plain phrases to frame the change.

“do not create a new immigration route or affect the existing sponsorship system.”

That language matters because the rules now spread Erasmus mobility across several existing pathways instead of forcing it into one narrow category. Universities, schools and host groups get more room. So do participants.

Under the Visitor route, state-funded schools and academies can now host participants for short-term study placements of up to 6 months. The visitor rules also cover training at a UK-based organisation or educational institution, courses at those bodies, traineeships of up to 30 days, job shadowing, and coaching or training assignments at a UK-based sports organisation.

The new checks aim at identity and consent, not just paperwork. Authorities will verify that participants are genuine, and where relevant they will look for permission from a parent or legal guardian and from the home institution. For under-18s, the separate briefing adds two more limits. Traineeships are only for visitors aged 18 or under. Job shadowing by someone under 18 also needs written permission from both sides.

Student routes now admit courses without a qualification at the end

The student changes reach beyond the visitor lane. Eligible participants can be sponsored even when the course does not lead to an approved qualification. They can also study at RQF level 2 or above in England, Wales and Northern Ireland, or SCQF level 5 or above in Scotland.

Work placements get a separate carve-out. A course can still qualify if it includes a placement, even when the sponsor is still a Probationary Sponsor. The usual placement cap, which normally limits placements to one-third, or in some cases half, of the course, is eased for Erasmus cases.

That gives schools and sponsors room to structure placements around the programme, not the other way around.

The exchange route now carries a 12-month Erasmus+ lane

The move also adds the programme to Government Authorised Exchange. That route will cover work experience and similar structured placements across the UK.

The ceiling is 12 months. The route is not open-ended.

The timing is tight, too. The statement of changes was laid on 3 September 2026, but the Erasmus provisions begin on 8 October 2026. Applications lodged before that date will still be decided under the rules in force on 7 October 2026 for the categories caught by the commencement provision.

The UK and the EU agreed that association with the programme begins in 2027. That leaves these domestic rule changes as the legal bridge into the next phase. Cases already in the system will not move to the new rules early.
