Edil Baisalov proposed a $100 to $200 visa fee for U.S. citizens visiting Kyrgyzstan in a Radio Azattyk chat. He tied the idea to Washington’s treatment of Kyrgyz travelers. The remark was blunt.
Baisalov, Kyrgyzstan’s Ambassador Extraordinary and Plenipotentiary to the United States, put it this way:
“Whether to let us in or not, and under what conditions, is their sovereign right. But we should also introduce a visa and charge $100 or $200 to U.S. citizens who want to visit,”
He tied the fee to reciprocity. That was the point.
The proposal landed amid visa talks between Bishkek and Washington. The bond was part of it. On August 31, 2026, President Sadyr Japarov raised with Sergio Gor, the U.S. Special Envoy to South and Central Asia and U.S. ambassador to India, the issue of easing visa requirements for Kyrgyz citizens. He included the U.S. visa bond requirement and other restrictions. Gor agreed with the proposal and said he was ready to help strengthen Kyrgyzstan–U.S. relations.
Talks began earlier. On August 10, 2026, Jeenbek Kulubaev met Paul Kapur in Bishkek. The foreign minister and the U.S. Assistant Secretary of State for South and Central Asian Affairs discussed visa procedures. The issue was already on the table.
Washington’s bond demands pushed Bishkek toward reciprocity
Washington’s visa-bond policy for some Kyrgyz business and tourist applicants shaped the response. The spread was wide. Reported bonds have ranged from $5,000 to $15,000, then $10,000 to $20,000 in some cases.
Those figures gave Kyrgyz officials a concrete grievance. Baisalov pointed to that backdrop when he linked the fee to U.S. restrictions on Kyrgyz travelers. He did not describe it as a tourism plan. He cast it as a countermeasure.
Americans still enter Kyrgyzstan without a visa for short trips
The current rule for Americans is different. U.S. citizens get 30 visa-free days. Longer stays require an eVisa or a visa through a Kyrgyz mission.
That makes the proposed charge a sharp break from the present setup. It would add a fee where none exists now.
Baisalov presented the idea as a response to the U.S. side, not as a new welcome policy. The proposal remained just that, a proposal. The diplomatic talks around it were still moving in August, and Japarov’s August 31 request kept the visa-bond issue at the center of the exchange.
