The changes came through the Employment Permits (Amendment) Regulations 2026. The government announced the review’s outcome on May 28, approving six additions to the Critical Skills Occupations List, nine occupations newly eligible for General Employment Permits without quotas, and 17 quota changes covering new and renewed places.

The route now depends on the work itself. A job title does not guarantee eligibility, and the department can examine the duties, qualifications, salary, industry, location, contract and Standard Occupational Classification code.

Some roles can use the Critical Skills Employment Permit route without the usual recruitment advertising. Others require employers to test the local and wider EEA labour market before filing.

Six professional occupations gained access to the Critical Skills route

The six new additions are agronomists; construction planners or schedulers; community eye-care professionals; intellectual property professionals; geospatial, land or geomatics surveyors; and riggers within the games industry.

The ordinary minimum annual remuneration for a listed role is €40,904 from March 1, 2026. A lower threshold of €36,848 may apply when the applicant obtained the relevant recognised qualification within the 12 months before applying.

A relevant degree is normally required. The job offer must generally last at least two years, although public-sector positions covered by applicable pay agreements may use the agreed rate.

Construction planners coordinate programmes, dependencies, contractors and progress. A site administrator or project assistant does not qualify simply because an employer changes the title to “Construction Scheduler.”

Geospatial, land and geomatics surveyors may work with mapping, satellite positioning, geographic information systems, infrastructure planning, land measurement and boundary information. Quantity surveying, property valuation and general surveying do not automatically fall within the new wording.

Community eye care sits within the optometrist and ophthalmic-optician classification. Retail sales, appointment administration and optical-assistant work are separate roles. The Optical Registration Board under CORU is the relevant professional body for optometrists, dispensing opticians and ophthalmic opticians.

The games-industry provision covers digital-production professionals who create or control character and object rigs for animation and game development. It does not extend automatically to construction, crane, stage, offshore or industrial lifting riggers.

Salary calculations generally focus on basic pay and certain qualifying health-insurance payments. Bonuses should not be relied on to reach the required amount.

A qualifying Critical Skills application normally avoids the ordinary Labour Market Needs Test. The role must still satisfy the occupation, qualification, salary and contract rules.

Nine occupations moved out of the ineligible category

Nine occupations were removed from the Ineligible List: healthcare-specific pharmaceutical technicians, dental hygienists, plastic lining technicians, steel fixers, fencing operators or erectors, curtain wallers, concrete pump operators, printers and industrial machine knitters.

The five construction occupations form the largest group. Plastic lining technicians apply protective systems in industrial, water, chemical or containment settings. Applications should explain the materials, installation methods, training and safety duties.

Steel fixers place and secure reinforcement bars or mesh used in concrete work. A worker whose main duties involve carrying materials, cleaning sites or assisting several trades may not fit that classification.

Fencing operators or erectors must perform specialised installation or erection work. The employer should identify the fencing systems, machinery, site duties, plan-reading skills and experience involved.

Curtain wallers install external non-structural façades, including glass, aluminium and other cladding systems. Concrete pump operators control machinery that transfers concrete to construction locations and may need to show relevant licences, safety duties and maintenance responsibilities.

The healthcare changes are also narrow. The pharmaceutical-technician provision does not automatically cover manufacturing operatives, pharmacy retail assistants, warehouse workers, packaging workers or sales staff.

Dental hygienists remain subject to professional requirements. The relevant registration is the Dental Council’s Register of Dental Hygienists, and an employment permit does not replace professional recognition.

Printers and industrial machine knitters also became eligible under the ordinary permit route, subject to the applicable requirements.

Ordinary permit applications usually need 28 days of advertising

Most newly eligible General Employment Permit roles carry a 2026 minimum annual remuneration of €36,605. A qualifying recent graduate from an Irish third-level institution may face a threshold of €34,009.

Healthcare assistants, qualifying home-support workers, horticulture workers and meat-processing operatives can qualify at €32,691, together with the applicable minimum hourly rate of €16.12. The new construction occupations, pharmaceutical technicians and dental hygienists generally use the standard threshold unless a statutory exception applies.

Employers must ordinarily advertise through the Department of Social Protection Employment Services and the EURES network, plus an additional qualifying online recruitment platform. Both advertisements must run continuously for at least 28 days.

Each advertisement should state the employer’s name, job description, location, working hours and minimum annual remuneration. The application generally must be filed within 90 days from the date the JobsIreland or EURES advertisement began. A 120-day period may apply to a third-level institution.

The advertised terms must match the application. A construction vacancy advertised at €34,000 cannot later be submitted at €36,605 without risking the recruitment exercise. Changes to the salary, occupation, location, hours or duties may require a fresh advertising period.

Important Notice
A role paying at least €68,911 may qualify for a limited advertising exemption, but a job that remains on the Ineligible List does not ordinarily become eligible solely because the employer offers a higher salary.

Other limited exemptions can apply to certain Enterprise Ireland or IDA Ireland recommendations, specified exceptional-care situations and some redundancy cases.

Transport permits remain capped by occupation

The transport changes mainly renewed or expanded General Employment Permit quotas for maintenance, repair and inspection work. They did not create a broad route for every driving job.

The places cover mechanics, technicians, body-shop workers, repair workers, vehicle painters and roadworthiness testers. Bus, taxi, delivery and truck-driving work is not generally covered by these quota renewals.

HGV drivers have separate existing eligibility rules. Those rules include a limited exception for qualifying drivers with a category CE or C1E licence, or a recognised equivalent.

A quota is a ceiling, not a reservation. An application may fail after the available places have been used, or if the duties, salary, experience, licence or recruitment process does not match the relevant occupation.

Earlier transport quotas filled, after which the department instructed employers not to file further applications and warned that pending applications could be rejected. Employers should check the current quota position before advertising, offering work or paying application expenses.

Care, seafood and other sectors received quota places

The review renewed quotas for 1,495 care workers or home carers and 200 support workers. It also set places for 50 fish filleters and 100 seafood operatives.

Other renewed areas include hospitality management, catering and licensed premises, meat processing, butchery, horticulture, dairy farming, care services and vehicle-related trades.

The title “Support Worker” does not automatically secure the lower €32,691 threshold available to healthcare assistants and qualifying home-support workers. The SOC code, duties, setting, remuneration provision and permit category must align.

The government also announced plans to consider changes to the statutory 50:50 rule in parts of health and social care. The general rule currently requires at least 50% of an employer’s workforce to consist of Irish, EEA, UK or Swiss nationals, subject to existing exceptions.

That announcement did not itself remove the rule across nursing homes, disability services or home-care providers.

Classification and timing determine whether an application can proceed

Where advertising for a newly opened or restarted quota began on May 13, the earliest valid application date was June 10, 2026. When advertising began later, the filing date generally fell 28 days after the advertisements started.

An advertisement completed while a job was still ineligible may not be reusable if its timing or terms fail the current requirements. Employers must also submit applications at least 12 weeks before the proposed employment commencement date.

Before recruitment starts, the employer should confirm the SOC code, permit category, quota position, remuneration threshold, professional-registration requirement, qualifications, licences, contract length and advertising obligation. The employment contract should mirror the advertised position.

Applicants should check that the employer is established and trading in Ireland, that working hours support the annual salary and that the contract is signed. A visa-required worker will need a separate entry visa after permit approval.

A job offer alone does not create permission to work in Ireland. Quota notices can close an occupation once the permitted number of applications has been exhausted.
