Australia tightened student visa rules for Nepal on January 8, 2026, and Nepali applications dropped after the move. The shift was immediate. The Department of Home Affairs sent Nepal back to Assessment Level 3, then raised the student visa fee to AU$2,500 on July 1. Those changes helped push 64 percent of offshore student visa applications from Nepal into rejection.
Assessment Level 3 brings manual document verification. Applicants must submit financial and English proficiency evidence upfront. That means fewer documents can wait until later. The paper trail now starts at the gate.

The numbers changed quickly. Between January and May 2026, the department granted 2,700 visas from 7,500 applications. In the same months of 2025, it granted 7,167.
The vocational stream has taken the hardest hit. Recent Nepali VET applicants faced nearly 90 percent rejection. Only 56 of 549 recent applicants were approved. Short on approvals, long on paperwork.
Steven Biddle, the department’s regional director, described the shift in April during a briefing in Kathmandu. He called it a “quality filter” rather than a ban and said the system had been “recalibrated for higher integrity and quality.”
The department also pointed to integrity concerns. Officials cited forged certificates and fraudulent bank guarantees when they moved Nepal back to Level 3. That gave the tighter screening a fraud-prevention frame.

The fee rose by 25 percent. It still does not come back if an application fails. That leaves applicants paying before any approval arrives.
