Hong Kong’s Immigration Department (ImmD) extended the visa-free stay for eligible holders of the APEC Business Travel Card on November 1, 2026. The maximum increased from 60 days to 90 days for visitors with pre-clearance from the Hong Kong Special Administrative Region (HKSAR).
The department announced the change on October 30. Holding a card alone does not qualify a traveler for the longer allowance.
The extension follows an announcement involving five participating economies. Their implementation dates are set individually, so the Hong Kong change does not establish a common start date across the group.
Pre-clearance, not card ownership, opens the longer stay
The extended maximum applies to cardholders who have received HKSAR pre-clearance. Travelers without that approval remain subject to the usual immigration clearance requirements.
That means a valid passport and a visa where applicable. The department has not specified whether a traveler admitted before the change began can use the longer allowance for a stay already underway.
ABTC holders should carry their card and a valid national passport. The card and passport support streamlined clearance, including use of resident counters where available.
The increased limit does not replace the other entry arrangements. An ImmD spokesman said those arrangements would remain unchanged.
“Other immigration arrangements regarding the entry of ABTC holders into the HKSAR will remain unchanged.”
Five economies are changing the maximum on separate schedules
The APEC Business Mobility Group named the People’s Republic of China, Hong Kong, China, Indonesia, the Philippines and Singapore in its announcement. Each economy determines its own implementation schedule.
The department said the territory’s start date aligns with the Mainland’s. The measure therefore does not mean every economy in the five-economy announcement began the extension at the same time.
The United States and Canada have transitional-member status in the scheme. They do not process pre-clearance applications referred by participating economies.
Cardholders still need to meet the destination’s applicable entry requirements, including obtaining a visa when required. The card’s pre-clearance benefit does not waive those conditions in the United States or Canada.
Hong Kong residents need separate qualifications to apply
The visitor extension is distinct from the requirements for residents seeking a card. Applicants must hold a permanent identity card and a valid national passport.
Applicants must also be bona fide business travelers who need to visit APEC economies frequently for short-term business. Applicants must have no criminal record and must never have been refused entry to a participating economy.
A card is normally valid for five years. Holders may also use special service lanes at selected control points in participating economies.
Residents can review the ImmD’s ABTC service page for application details. Travelers planning a visit should check that HKSAR pre-clearance has been granted and confirm which entry documents apply to their circumstances.
