Ontario opened the EOI portal for its Workforce Priority stream on Aug. 4, 2026, giving eligible self-employed physicians a route to permanent residence without a job offer. The file moves fast.
Invited applicants have 17 calendar days to submit a full application and pay the processing fee. Ontario built the route around billing status and medical licensing, not an employer’s letter. That gate is narrow.
A physician who wants in must be able to bill the public system in Ontario and hold a certificate from the College of Physicians and Surgeons of Ontario in good standing. The province ties that billing status to an OHIP billing number. Physicians with only a postgraduate education licence do not qualify.

The application does not begin with the main filing screen. Candidates first send an OINP webform to verify their credentials, then register an Expression of Interest in the Ontario e-Filing Portal, then wait for an invitation to apply if their score lands high enough. Ontario also asks them to show a clear intention to live and work in the province. Order matters here.
The checklist is lean, but it is exact. Self-employed physicians who qualify without a job offer must upload a copy of their CPSO Certificate of Registration and proof of their OHIP billing number registration. If they qualify, the stream’s other applicant requirements fall away, and employer requirements do not apply. That spares one hurdle.
Ontario's later updates widened the lane a little more. As of January 7, 2026, physicians with a provisional certificate from the regulator became eligible for the first time. A scoring grid published on July 20, 2026 awards 15 points to physicians establishing practices outside the Greater Toronto Area. Toronto gets none.
