Nauru is selling a golden passport for $90,000, and the document gets holders into more than 85 countries without a prior visa or with one on arrival. Singapore and Hong Kong are on the list. The regular fee is $115,000. The offer is discounted.
The buy-in is not automatic. Applicants must clear a four-stage screening process before citizenship is approved. That keeps the scheme closer to a vetting process than a cash handover. It slows the line.

Buyers also face about $12,850 in extra charges. Those include a $5,000 application fee, $6,000 for due diligence, $1,200 for bank and processing work, and $650 for the passport and oath. Processing usually takes 3 to 4 months, or 90 to 120 days. The math is not simple.
The law allows unrestricted dual citizenship, so applicants can keep their original nationality. The passport also does not open the EU Schengen Area or the United Kingdom. It still reaches some major hubs. Not Europe.
Mobility is the lure. The list also includes the United Arab Emirates, and the scheme stands out as one of the few active ones still operating outside the EU. That wider access is part of the pitch. It is not the only one.
The money is aimed at climate adaptation and relocation work tied to rising seas. The Nauru Economic and Climate Resilience Citizenship Program is linked to the Higher Ground Initiative, a project priced at more than $60 million and designed to move 90% of the island's population and critical infrastructure from the coastline to Topside. Decades of phosphate mining left the interior unusable. Sea levels around the island rise faster than the global average. The island is vulnerable.
Edward Clark, chief executive of the program, called it a "paradigm shift" in how climate resilience can be funded. He said it is "the only CBI program that includes siblings and de facto partners in a single application." He called it different.
President David W.R. Adeang put the risk in blunt terms.
"We will not wait for the waves to wash away our homes and infrastructure. The sea is encroaching, and while the world debates climate action, we must take proactive steps to secure our nation's future."
