The report highlights that Toronto’s growth has been fueled largely by immigration, noting that by the 2021 Census, 49% of the city’s metropolitan population was born outside Canada. “What is surprising is the lack of awareness south of the border of how rapidly Toronto is becoming an economic powerhouse mainly built on robust immigration from many countries,” Clayton wrote.

No Decline in Canadian Metropolitan Areas

The report also found that “none of Canada’s 48 metropolitan areas experienced a decline in population in 2023,” showcasing the overall strong population growth across Canadian cities.
