An ICE vehicle struck a 48-year-old man during an enforcement operation near Clay Road and Highway 6 in west Houston on Saturday morning, sending him to a hospital. The collision happened at about 7:20 a.m.
ICE identified the hospitalized man as Miguel Parra-Hernandez. He remained in the agency’s custody at a Katy-area hospital and was reported in stable condition.
The encounter began with a pursuit. Major Anthony McConnell of the Harris County Sheriff’s Office said agents chased a white Chevrolet pickup after its driver allegedly traveled west in the eastbound lanes of Clay Road.
Two men left the pickup and ran. McConnell described Parra-Hernandez as the passenger, and said an agent trying to apprehend him near a building struck him with the federal vehicle.
The driver of the pickup had not been apprehended. The man’s suspected broken leg was reported after the crash.
Two accounts describe how the man was struck
ICE offered a different description in a statement: “Parra-Hernandez ran in front of an ICE vehicle and was struck.”
A surveillance video appeared to show the vehicle moving toward the fleeing man before the impact. Another recording showed an unmarked black Jeep crossing a median and hitting him after two men climbed out of a white pickup stopped facing the wrong direction.
McConnell said the ICE agent attempted to “box in” the passenger near a building. The videos and the agency’s account describe the final moments differently.
The sequence began with the pickup traveling against the flow of traffic, followed by the occupants fleeing on foot. The driver was still being sought after the collision.
Sheriff’s investigators are seeking nearby business footage
The sheriff’s office’s Vehicular Crimes Division is investigating the collision with assistance from the Harris County District Attorney’s Office. Investigators are seeking surveillance footage from businesses near the scene.
McConnell said deputies were examining the crash, not the federal operation that came before it. No arrests had been made.
The ICE vehicle’s driver stayed at the scene. Agents called 911 to request emergency medical help after the collision.
Parra-Hernandez remained in ICE custody while receiving hospital care. McConnell said the man appeared to have a broken leg; accounts citing an immigrant-rights group said it was broken in three places and required surgery.
The pickup driver’s departure on foot left investigators looking for him as they gathered footage and examined the crash. Authorities had not apprehended him.
Briones calls for ICE to turn over its video
Lesley Briones, the Precinct 4 commissioner, said she was “horrified” and called on ICE to cooperate with the sheriff’s investigation. She also demanded that the agency release its video of the encounter.
“ICE must cooperate fully with the Harris County Sheriff’s Office and release all video evidence of this incident.”
“We demand full transparency, accountability, and respect for the rule of law.”
The sheriff’s office is seeking recordings from nearby businesses while investigators work on the collision. Briones’s demand puts ICE’s own video evidence at the center of the public response.
