Saudi Arabia will let eligible relatives begin visa applications while a highly skilled expatriate worker’s employment-visa process is underway. The timing changes.
The Ministry of Interior announced the measure on October 6, 2026, coordinating with the Ministry of Foreign Affairs and the Ministry of Human Resources and Social Development. The announcement came Tuesday.

The ministry said the initiative aims to “enhanc[e] the quality of life” for residents and simplify relocation for foreign professionals. It described the change as a way to let families move through the process at the same time as the worker.
The ministry’s published wording said:
“Expatriates may bring their families to the Kingdom concurrently with the completion of work visa procedures for highly skilled heads of households.”
The change lets highly skilled expatriate workers begin the process for their immediate families while the employee’s work-visa case is still moving. The ministry also said applications remain subject to required conditions.
The route covers spouses, sons under 25 and unmarried daughters
The measure applies to a defined set of dependants: a worker’s spouse, sons under 25 and unmarried daughters. It does not extend this concurrent-processing arrangement to every relative.
Parents, siblings, married daughters, sons aged 25 or older and other extended relatives are outside the group listed for this route. Those family members may qualify through a different category, such as a family-visit visa, if they meet its rules.
The announcement does not set a matching age ceiling for unmarried daughters. The stated age limit applies to sons.
The applications can run together, but residence procedures remain
Previously, workers generally had to finish their own employment and residency steps, including obtaining the relevant residence status, before starting the process for eligible relatives. The revised procedure allows the worker’s visa case and family applications to move concurrently.
The ministry said:
“Their entry visas can be obtained concurrently with the work visa procedures for highly skilled heads of households, provided the required application conditions are met.”
That permits the family process to begin earlier; it does not remove the application requirements. Applicants must still meet the conditions and provide the necessary documents.
After authorization, the worker and qualifying relatives can travel without waiting for the worker to complete every residence procedure first. Relatives must still complete their residence-permit steps after arriving in Saudi Arabia.
The announcement names a skill category but sets no new threshold
The measure identifies its intended beneficiary as a highly skilled expatriate head of household. It does not provide a detailed list of eligible jobs, a minimum salary, qualification thresholds or a numerical quota for this route.
Saudi Arabia’s wider expatriate employment framework introduced a three-level work-permit classification in 2025: highly skilled, skilled and basic. The categories reflect workers’ qualifications and job-related capabilities.
The October announcement specifically refers to highly skilled heads of household. Workers should not assume that every foreign employee, or everyone counted in the broader skilled category, automatically qualifies for concurrent family processing.
Dependants still need separate permission to live or work in Saudi Arabia
The new authorization covers entry, not permanent residence. Family members remain subject to Saudi residence-permit procedures after arrival and to applicable laws and conditions.
Nor does the measure authorize a dependant to take a job. Anyone seeking employment must obtain the appropriate Saudi work authorization and satisfy the Kingdom’s separate employment rules.
The change therefore adjusts the sequence of applications rather than eliminating later steps. Work and residence requirements continue.
The change arrives as Saudi Arabia adjusts both recruitment and relocation
The revised timing may shorten the period a newly recruited professional would otherwise spend in Saudi Arabia apart from immediate family while establishing residence and arranging dependants’ entry. Migration commentators described the move as a step toward attracting international professionals by making relocation more practical.
The measure comes alongside changes to expatriate employment administration. Saudi Arabia introduced its three-category permit framework in 2025, and authorities added limits and controls in 2026 affecting the number of foreign-worker visas businesses could obtain.
The family measure is narrower than a general opening for foreign workers: it targets a specified skill category, covers only named relatives and preserves the requirement for residence procedures after entry. The October 6 announcement set no new salary test or numerical quota for this route.
