(ROCK ISLAND, ILLINOIS) – Rock Island Arsenal has fully implemented REAL ID standards for everyone seeking unescorted access to the installation, ending the use of noncompliant state driver’s licenses and ID cards as primary identification for entry.
The policy took effect on May 7, 2025, the same date the Department of Homeland Security set as the federal REAL ID enforcement deadline. Rock Island Arsenal said the change brings installation access rules in line with the Department of Defense requirement to match military base security procedures to the federal REAL ID Act of 2005.
Visitors arriving with a standard state license that does not meet REAL ID standards cannot use that document alone to obtain unescorted entry. The arsenal accepts several alternatives, including a U.S. passport, U.S. Passport Card, Permanent Resident Card, also called a green card, U.S. military ID or Common Access Card, and a Personal Identity Verification card.
Rock Island Arsenal began phasing out older visitor passes on October 1, 2025. Since then, new passes have required a REAL ID-compliant document or another accepted federal credential. The practical effect is simple: a visitor without compliant identification can be turned away from unescorted entry even if that person previously entered with an older state-issued card.
First-time visitors still need to stop at the Moline Gate Visitor Control Center, located at 23 Prospect Drive, Moline, IL. The site conducts an NCIC III criminal background check, which Rock Island Arsenal says usually takes 5 to 10 minutes. Repeat visitors should still expect staff to verify identification before access is granted.
The new rules do not change access for many employees and service members already using federally compliant credentials. Residents, employees, and other authorized personnel with a valid Common Access Card or military ID are already meeting the federal identification standard and are generally unaffected by the REAL ID rule for base entry.
