This is a significant decrease from previous years, with an 86% approval rate in 2022-23, 91.5% in 2021-22, and 89.9% before the pandemic in 2018-19. The current rate is the lowest since the 2005-06 period, signaling a drastic shift in Australian immigration policy and practice.

The decrease in student visa approvals can be attributed to several factors. Abul Rizvi, a former deputy secretary of the immigration department, highlighted that these changes were anticipated as part of the Australian government’s new strategy announced last December. The strategy focuses on curbing net migration to pre-pandemic levels and enhancing the integrity of the international education sector.

Moreover, a package of integrity measures was introduced to elevate standards for international students and education providers. This included planned changes to English language and genuine student requirements, aiming to ensure that those coming to Australia on student visas are genuinely interested in pursuing education and capable of fulfilling the requirements.

How Does the Visa Processing System Work?

The Australian government employs a “risk-rating” system across all education providers to process visa applications. Institutions with a low-risk rating, usually top universities, have their student applications scrutinized less rigorously compared to others with higher risk ratings. This system impacts the approval rates for students applying to different types of educational institutions.

Furthermore, on 14 December, a ministerial direction order was signed by Home Affairs Minister Clare O’Neil for the priority processing of certain student visa applications, showing a clear distinction in how applications from different institutions are treated.

Students from India, Nepal, and Pakistan have experienced the most significant drops in approval rates. For instance, offshore higher education visa approvals for Indian students decreased from 74.2% in 2022-23 to 60.8%. Similarly, for Nepalese students, the rate dropped from 65.2% to 47.8% in the same period.

Phil Honeywood, chief executive of the International Education Association of Australia (IEAA), noted challenges specific to countries like Pakistan and Nepal but also mentioned that the broader changes under the migration strategy are affecting students from these regions disproportionately.
