Immigration, Refugees and Citizenship Canada revealed that 705,315 permanent residence applications were in its inventory as of May 31, 2026, with 25% of Economic files, 40% of Family files and 46% of Protection files waitlisted for space.
The department published the figures July 21 as part of a new transparency initiative. Its revised reporting separates applications in active processing from files held for future processing because available spaces have been exhausted.
IRCC will update the percentages monthly across three categories: Economic, Family and Protection. The change replaces reporting that focused primarily on whether applications remained within service standards.

Protection files face the largest space-related hold
The first release shows that Protection applications made up the largest category in the inventory, at 307,215 files. Only 54% remained in active processing, leaving 46% held for space.
Family applications totaled 159,765. The department listed 60% as active and 40% as held. Economic applications numbered 238,335, with 75% active and 25% held.

The figures cover only the three permanent-resident categories in the release. IRCC’s broader inventory, including temporary residence and citizenship applications, exceeded 1.5 million as of May 31, 2026.
The 2026 target sets the available admission space
The new reporting comes as Canada manages admissions under its 2026-2028 Immigration Levels Plan. The country has capped permanent resident admissions at 380,000 for 2026.
Once processing reaches the target for a particular year, additional applications can be set aside until space opens in the next calendar year. The monthly breakdown is designed to show applicants whether a delay reflects active processing or a capacity limit.
That distinction gives applicants more information about files that remain outside active processing. It also indicates why some applications can exceed ordinary service windows without being treated as abandoned.
Immigration Minister Marc Miller has linked the broader effort to stabilizing immigration levels and addressing pressure on housing and infrastructure. The new disclosure forms part of that effort.
PGP applications paused as IRCC manages existing files
IRCC also announced a formal pause on new Parent and Grandparent Program applications July 15. The department said it would focus on an existing inventory of 50,900 files.
The pause follows the same capacity pressures reflected in the monthly inventory figures. Existing files remain the focus while the department manages admissions within annual limits.
IRCC is also prioritizing workers already in Canada who are moving toward permanent resident status. Its 2026 target includes 33,000 such transitions without increasing the total population target.
The agency’s next monthly breakdown will provide another view of how the three categories shift between active processing and space-related holds.
